The wtr command sets the time of waiting for recovery of the BFD session.
The undo wtr command restores the default value of the waiting time for recovery.

The WTR is used to prevent the applications from continuous active/standby switchover during the BFD session jitter.
If the WTR is configured, the event that the session becomes Up is reported to the applications after the WTR expires. Other events are reported immediately reported.
The BFD session is unidirectional. The detection is performed by BFD sessions set up on both ends respectively. If WTR is needed, configure it on two ends manually. Or, when the status of the session on one end changes, the applications on both ends can find that the status of the BFD sessions is inconsistent.
By default, the value is 0, indicating no waiting.
